For New Tenants – Starting 1 July 2020, you have to produce a satisfactory EICR for all new tenants before their tenancy begins.

 

For Current Tenants – Starting 1 April 2021, you have to produce a satisfactory EICR for all current tenants. Every change of tenant entails a new EICR.

 

Once you receive a copy of the EICR, you are mandated to furnish tenants with a copy within 28 days. You also have to keep the report until the next assessment.

An EICR contains detailed information about the condition of the electrical installations in your rental property. These include:

  • Details about the property
  • Information about the inspection
  • Limitations of the inspection (if any)
  • Details of the electrical installations and their condition, including:
    • Extent of wear and tear of the entire system
    • Type of wiring system and extent of damage (if any)
    • Adequacy of the earthing and bonding
    • Serviceability of equipment, like sockets, switches, outlets and light fittings
    • Presence of proper identification and notices
    • Modifications to the house or building that caused damage to electrical systems
  • All the tests conducted and their results
  • Detailed observations of the inspector
  • Signature of the inspector

 

An EICR rates the electrical systems according to their safety and the dangers they pose.

There are three levels:

  • C1: Danger Present. The risk of damage, injuries and accidents is high, and urgent action is needed.

  • C2: Potential Danger – This does not require as urgent an action as C1 does, but you still have to take certain steps within months or weeks to prevent danger.

  • C3: Improvement Recommended – The rating means the system is relatively stable and safe. The electrician, however, provides recommendations to improve safety.
